Ideas for splitting up the PRs:

Remove REPLICA_FALLBACK ShardAssignmentsRolloutType PR.
One PR that removes the shard lookup kind abstraction and adds the new abstractions.
One PR that converts all existing applicationShardAssignmentDbTableAccessor callsites to the new (resilient) accessor.
