Things to do

1. In the 3rd PR, set the correct feature flags globally such that the test passes. Also modify any existing tests that depended on the cache.
2. Respond to comments on the second PR.
3. Try testing out locally with the correct environment variables set to block shard assignments queries.
4. Also run an ad-hoc Jenkins job with these environment variables correctly set.
5. Publish the permanent deletion PR.
